When the ball dropped on the 31st of December 2008, the countdown was of the form 3, 2, 1.5, 1, 0. This is because the time revision committee had advised that the world time be increased by one second. This is the 24th time that a revision of this sort is being carried out. World time is maintained by over hundreds of atomic clocks whose atomic vibrations are used to calculate them since they are said to be accurate by a billionth of a second. Leap years generally add a few extra micro seconds to the world time because of the Earth's spin cycle. This is further affected by various gravitational affects of the Moon, the Sun and the movement of the tides. Hence the time needs to be adjusted every few years or so to compensate for these affects. Though it might seem to be a simple procedure the world time is responsible for a lot of sophisticated systems such as satellite control and the entire internet. The slightest change in any of the these time systems and every single system that depends on these computer system would fail leading to catastrophic results. Hence extreme caution and precautionary measures are being taken to prevent any mishap of any sort.
